to purchase a card with less than $10 credit on it, you may do so by paying a $0.50 surcharge per card to help defray
the cost of the card. You may re-charge cards in person or over the phone with a credit card. If using a credit card to
re-charge, there is a minimum of $10.00. Re-charges using cash or check can be done in any amount, no matter how
